Kerala Government’s ANERT Invites Bids for 1 MW Rooftop Solar Project at BrahMos Aerospace

Commissioning, Operation, and Maintenance Contracts for Ten Years; Eligibility Criteria and Specifications Announced

The Kerala government’s Agency for New and Renewable Energy Research and Technology (ANERT) has announced a call for bids to commission a 1 MW rooftop solar project at BrahMos Aerospace in Thiruvananthapuram.

The selected developer will also be responsible for the operation and maintenance of the project for a period of ten years.

To be eligible for participation in the tender, bidders must be registered with ANERT as solar engineering, procurement, and construction vendors.

The deadline for bid submissions is May 24, 2023, with the bids scheduled to be opened on the following day.

Interested bidders are required to submit an earnest money deposit amounting to ₹200,000 (~$2,414). The successful bidder will then be required to furnish a performance bank guarantee equivalent to 3% of the contract value.

Furthermore, bidders must demonstrate their experience by having commissioned a solar project with a minimum capacity of 500 kW for a single project or a combination of at least five projects with a capacity of 100 kW or higher. The cumulative capacity of these projects should exceed 2 MW.

Financial eligibility criteria include a minimum average annual turnover of ₹50 million as of the preceding year.

The commissioning of the projects can be extended by up to 25% of the original time, with the maximum extension limited to half the initial completion time.

In the event of delays in installation and commissioning beyond the specified period, ANERT reserves the right to impose a penalty of 0.5% of the order value per week or part thereof, not exceeding 10% of the total cost.

To ensure high-quality standards, the solar modules used for the project must be of the Mono PERC type, with a capacity of 525 Wp or higher.

These modules must also be listed in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

The modules should come with a warranty period of ten years, with the output peak watt capacity guaranteed to be at least 90% at the end of 10 years and 80% at the end of 25 years.

ANERT had recently invited bids for the development of rooftop solar projects with a cumulative capacity of 100 MW in Thiruvananthapuram, showcasing the government’s commitment to promoting renewable energy in the region.
