First-of-its-kind plant tackles weed overgrowth, boosts local agriculture
In a significant development for the environmental well-being of Kashmir, leading clean energy provider CEF Group inaugurated a first-of-its-kind waste processing plant on the shores of Dal Lake. This initiative, partnered with the J&K Lake & Waterways Authority (JKLCMA) and National Agricultural Cooperative Marketing Federation of India (NAFED), was virtually inaugurated by Prime Minister Narendra Modi as part of a ₹30,500 crore investment package for Jammu and Kashmir.
The plant addresses a major challenge for Dal Lake: the overgrowth of water lilies and weeds that impede navigation and harm the lake’s ecosystem. This innovative solution will convert 70,000 tonnes of lake waste annually into 24,000 tonnes of organic manure and allied products.
The year-long project will scientifically process the lake’s weeds and lilies into organic fertilizer. Following a successful trial, the plan is to transition to Bio-CNG production for the next 25 years. CEF Group conducted a thorough environmental impact assessment (EIA) and secured the necessary pollution clearance before commencing operations.
“This is a monumental day for Jammu and Kashmir,” said Mr. Bashir Bhatt, Vice Chairman of JKLCMA. “We’re transforming local waste into high-quality organic fertilizer, promoting a sustainable future, creating jobs, and enhancing the beauty of Dal Lake. It’s a significant step towards a greener and more prosperous J&K.”
CEF Group Founder & CEO, Mr. Maninder Singh, echoed this sentiment, stating, “The Dal Lake Waste Processing Plant marks a significant milestone towards a more sustainable Jammu and Kashmir. This project goes beyond waste-to-energy/manure; it’s about transforming landscapes, promoting biodiversity, and contributing to the beauty of our cherished lakes.”
The organic manure produced will be readily available to Kashmiri farmers, promoting organic farming practices and boosting crop yields. Currently, farmers face high costs due to sourcing organic manure from outside the region. This project aims to provide affordable, locally produced organic fertilizer, reducing their financial burden.

The project also holds local significance. Mr. Sajid Ghulam, a CEF representative from Srinagar, expressed his fulfillment: “Being part of this project has been a heartfelt journey. The organic manure produced will comply with FCO norms, ensuring quality and safety. Offered at competitive prices, it will be accessible to a wide range of customers. Additionally, the high-quality fertilizer will promote healthy plant growth and enhance soil health. The project also generates employment opportunities within the community through local sourcing and production.
By utilizing advanced technologies, the plant ensures efficient waste processing and nutrient retention in the final product. The use of renewable resources and eco-friendly methods promotes sustainable agriculture practices, minimizes environmental impact, and fosters biodiversity. The organic manure is suitable for a wide variety of plants, including fruits, vegetables, flowers, ornamentals, and various horticultural varieties.
