Marking a pivotal moment for sustainable urban development in India, the Public Works Department (PWD) of the Government of Madhya Pradesh and the GRIHA Council have forged a strategic partnership to embed climate-responsive design into the state’s public infrastructure.
The MoU was officially signed during the recently held Akhil Bharatiya Seminar, a joint initiative by the MP PWD and the Indian Building Congress. The signing ceremony took place in the distinguished presence of the Chief Minister of Madhya Pradesh, Dr. Mohan Yadav, and the Minister for Public Works, Shri Rakesh Singh.
Representing the two organizations, Ms. Shabnam Bassi, Deputy CEO and Secretary of the GRIHA Council, and Shri S.R. Baghel, Engineer-in-Chief of PWD Madhya Pradesh, formally executed the agreement.
Transitioning from Aspiration to Institutional Mandate
Experts speaking to Climate Samurai said, this MoU represents much more than a routine administrative collaboration. It signals a decisive policy pivot for Madhya Pradesh, transitioning green building concepts from mere aspirations into an institutionalized mandate.
Under the leadership of Chief Minister Dr. Mohan Yadav, Madhya Pradesh has been aggressively pushing for a sustainable built environment. The state’s strategy encompasses everything from renewable energy integration and robust waste management to climate-smart urban planning. This latest collaboration acknowledges the pressing need to weave green building protocols directly into the DNA of the construction sector.
Key Highlights of the MoU
The partnership outlines a rigorous, implementation-driven framework that addresses policy, governance, project evaluation, and workforce capacity. The primary operational goals of the MoU include:
- Mandatory Green Certifications: All new government buildings in the state will now be required to secure GRIHA or SVAGRIHA ratings, ensuring baseline sustainability standards are met from the ground up.
- Green-Aligned Schedule of Rates (SoR): In a massive step toward a Net Zero economy, the state will update its specifications and costings to seamlessly integrate approved green technologies and eco-friendly construction materials.
- Comprehensive Capacity Building: The PWD will initiate targeted training programs for a wide spectrum of stakeholders, including government officials, architects, partner agencies, and contractors.
- Establishment of Certified Evaluators: Through specialized training and examinations, the state will develop a multi-disciplinary cadre of experts dedicated to evaluating and certifying green projects.
- Real-Time Project Dashboard: To ensure transparency and accountability, a digital tracking dashboard will be deployed for the live monitoring of all GRIHA-registered projects within the state.
Positioning Itself as a Replicable Model
By adopting the stringent parameters of the GRIHA framework, Madhya Pradesh is positioning itself as a replicable model for other Indian states. The initiative ensures that upcoming public infrastructure will be low-carbon, climate-resilient, and future-ready.
