Eastern Railway division seeks to enhance renewable energy capacity and reduce carbon footprint
The Sealdah Division of Eastern Railway has opened bidding for the design, supply, installation, and commissioning of 1 MW rooftop solar systems. The project, with a strict completion timeline of 12 months from the letter of award, seeks to enhance the division’s renewable energy capacity. The minimum installed capacity for any location is set at 10 kW.
Prospective bidders must submit their proposals by June 12, 2023. An earnest money deposit of ₹327,400.
To be eligible for consideration, bidders must have successfully completed a minimum of three similar works, each valued at no less than 30% of the contract value, within the past seven years. Alternatively, bidders may have completed two similar projects, each valued at no less than 40% of the contract value, or one similar work valued at no less than 60% of the contract value.
The definition of similar work includes the design, supply, installation, connection, testing, and commissioning of rooftop, shed top, water surface, or vacant land-based on-grid, off-grid, or hybrid solar systems. Moreover, bidders must demonstrate a minimum average annual contractual turnover, calculated as the average of the total contractual payments over the past three financial years, not exceeding V/N or V, whichever is lower. Here, V represents the advertised value of the tender, and N is the prescribed number of years for project completion.
The selected bidder will be required to meet a minimum guaranteed generation equivalent to a 15% capacity utilization factor. Additionally, the firm must provide a warranty for the solar modules used in the project, ensuring they remain free from defects and failures for a period of no less than five years from the date of commissioning. It is mandatory for the solar modules to be sourced from the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.
