IPCC Kicks Off 2027 Methodology Report on Short-Lived Climate Forcers in Bilbao

Global experts gather to develop guidelines for measuring short-lived climate forcers, shaping future climate policies and air quality management.

Bilbao, Spain – Over 100 climate experts from more than 40 countries have gathered this week in Bilbao for the first meeting of authors and review editors of the 2027 IPCC Methodology Report on Inventories for Short-lived Climate Forcers (SLCF). This milestone event marks the beginning of the drafting process for the first report to be released in the Intergovernmental Panel on Climate Change (IPCC)’s seventh assessment cycle.

A New Framework for Measuring Short-lived Climate Forcers

The 2027 Methodology Report, developed by the IPCC’s Task Force on National Greenhouse Gas Inventories (TFI), will provide critical guidance on measuring anthropogenic emissions of Short-lived Climate Forcers (SLCFs). These include key pollutants such as nitrogen oxides (NOx) and carbon monoxide (CO), which significantly impact global air quality and climate change.

“The report aims to provide clear methodologies for measuring emissions from substances that contribute to both local and global climate effects,” stated Takeshi Enoki, Co-Chair of the TFI.

Experts Begin Drafting Process

The meeting in Bilbao sets the foundation for the development of the report, which is scheduled for release in March 2027. Authors will build upon the approved outline from the IPCC’s 61st Session, held in Sofia, Bulgaria, in mid-2024.

Mazhar Hayat, another TFI Co-Chair, emphasized the importance of collaboration: “We are excited to work with a diverse group of experts selected from nearly 400 nominations. Their contributions will be vital in refining data used in climate models.”

Selection of Experts and Future Plans

Following the 61st Session, the IPCC invited nominations for authors and review editors in August 2024. The TFI Bureau, in consultation with Working Group Co-Chairs, selected experts based on scientific and technical expertise, along with geographical and gender representation, ensuring a balanced team.

Upcoming Outreach Event in Bilbao

As part of the ongoing engagement efforts, the Spanish Climate Change Office will host an outreach event at the Bizkaia Aretoa in Bilbao on March 27, 2025. This event will provide further insights into the report’s objectives and methodologies.
